Hon Jim Carlton AO (1935-2015), a Liberal Party politician, represented the Sydney electorate of Mackeller in the House of Representatives from 1977 to 1994. He was Minister for Health in the Fraser Government, and in Opposition held a number of Shadow Ministry positions. Since his retirement from Federal politics, Carlton's work has focussed on humanitarian aid both in Australia and overseas and on the promotion of universal democracy. In 1985 he helped establish the Australian branch of the International Committee for a Community of Democracies, and in 1989 was elected an International Vice-President of the body. Carlton served as a Commonwealth observer at the 1991 elections in Zambia which saw the return of democracy to that country and has been a member of the Foreign Minister's Aid Advisory Council. He completed a seven year term as Secretary General of the Australian Red Cross.
